バイデン政権の対中テック政策を占うためには、トランプ前政権の対中基本姿勢、および新政権において何が継承され、何が変更されるかを知っておく必要がある。 まず、米国第一主義を掲げるトランプ前大統領は、「外国の敵対者が米国での情報通信サービスを提供すれば、それらの敵対者の力を増強する」（2020年5月13日の大統領令第13873号）との考えに基づき、デカップリング（分離、2国間の経済を連動させないこと）の流れを作った。これは、オバマ元政権が中国を「信頼できるパートナー」に誘導するべく行った「関与政策」からの転換を意味していた。 特に、「企業の仮面をかぶった中国共産党組織」と目されたファーウェイは集中砲火を浴びた。米政府や企業によるファーウェイ製品調達の禁止、エンティティリスト（大量破壊兵器拡散懸念顧客や米国の安全保障・外交政策上の利益に反する顧客のリスト）指定による、米技術を用いた半導体や製造機器の対ファーウェイ禁輸など、排除が強化された。さらに、同社の製品やサービスを米国のみならず同盟国の調達からも排除することを目指す、徹底した反中政策が追求された。 この他にもトランプ前政権は、その要請に基づき銀行詐欺罪などの容疑でカナダにおいて拘束されたファーウェイの孟晩舟副会長兼CFO（最高財務責任者）の身柄引き渡しを求めるなど、安保上の脅威をもたらす敵対者としてファーウェイを「信頼できない中国」の象徴のように扱った。 米企業から製品の供給を受ける際、米商務省から個別に輸出許可を取得する義務が生じるエンティティリストには他にも、イランや北朝鮮に対し違法に米国製通信機器を輸出していた国有企業の中興通訊（ZTE、後に罰金を支払い解除）、新疆ウイグル自治区のウイグル人イスラム教徒監視に使われているとされる民生用ドローン製造の大疆創新科技有限公司（DJI）、半導体ファウンドリーの中芯国際集成電路製造有限公司（SMIC）などの企業が追加された。 さらに、中国共産党の対米プロパガンダに利用されたり、利用者の位置情報や端末情報の収集に使用される恐れがあるとされたりした北京字節跳動科技（バイトダンス）傘下のTikTokは、米国内における利用禁止措置や、米国事業の米企業への売却などが大統領令により命じられた。 一方、トランプ前大統領は1月の政権交代の直前に、「米国の安保上の脅威となる軍事力の強化発展のために、中国が米国資本を利用している」との見解に基づき、ニューヨーク証券取引所（NYSE）に上場していた中国移動通信（チャイナモバイル）、中国電信（チャイナテレコム）、中国聯合通信（チャイナユニコム）の通信大手3社を上場廃止処分とした。 トランプ前政権の基本政策は、中国ハイテク企業を信頼の置けない「敵対者」「国家安全保障の脅威」として米国や同盟国から徹底排除するデカップリング思想に根差していた。いわゆる新冷戦思考である。この基本認識を覆したのが、バイデン政権だ。【次ページ】一方、バイデン政権の動きはRecommended article
